The Apple engineers appear to have fixed the problem with Parental Controls in 10.8.2.

If you are running Mountain Lion, go to software update and make sure you have the latest updates installed. A supplemental update to 10.8.2 was released on Oct. 4. It can be found in Software update or you can get it here: http://support.apple.com/downloads/DL1600/en_US/OSXUpd10.8.2Supp.dmg
